Commonwealth Websites Act 2005

Chapter 270 Website Content
270.1 The content of any Commonwealth website must conform to the Constitution, the laws and any lawful directions by the President.

270.2 The content of any Commonwealth website is the property of the Commonwealth and the creator abandons any claim to such content by posting or providing it as content of a Commonwealth website.

270.3 'Commonwealth website' means any website maintained by an officer of the Commonwealth acting in that capacity and includes the CDF website.

270.4 This Chapter does not apply to any legislative, judicial or private website, to the Commonwealth forums or the CBC blog.

Deliberative Democracy Amendment 2005

New Provisions
802 AMENDMENTS. The National Assembly may propose amendments to this constitution by supermajority. The electoral commissioner must prepare a ballot title and proposition summarising each proposed amendment, and must place them on the ballot for the next general election held more than 21 days after the amendment is proposed.

807 POWERS. Constitutional conventions have plenary power to amend or revise the constitution, subject only to ratification by the people in the same manner as amendments proposed by the National Assembly. Constitutional conventions elect their own president and determine their own procedures. Any amendment or revision requires, on final passage, a majority of all the members of the convention.

National Security Committee

that the National Assembly establish the following--

(1) A temporary National Security Committee for the purposes of investigating (within 14 days) the matters and allegations relating to Former General Neil Spall's tenure as Chief of Staff of the CDF;
(2) That the National Security Committee consist of one deputy appointed by the majority party and one deputy appointed by the minority party;
(3) That said committee be work to conclude its investigation within 30 calendar days from the passage of this motion, issue a report and summary of its findings, including any recommendations, and that it be dissolved after the passage of such time.
(4) That said committee have the same powers to compel evidence and the production of documnts as the National Assembly.

Passed as amended by unanimous consent this date. The SDP has nominated (and the chair has appointed) Dep Fors. Link not included because database is down.

Update
The chair has also appointed Dep Hickey on the nomination of the PFP.

Working Assembly Amendment (No 2) 2005

The following proposed amendment to the Constitution:

New Provision
4.4 NATIONAL ASSEMBLY The National Assembly consists of deputies elected by the people of the Commonwealth, voting as a single electorate. The number of deputies must be determined by dividing the number of electors on the twenty-eighth day before the election by 3 and rounding the result to the nearest odd number. The minimum number of deputies is 3. The National Assembly may provide a different divisor.

Old Provision
4.4 NATIONAL ASSEMBLY The National Assembly consists of deputies elected by the people of the Commonwealth, voting as a single electorate. The number of deputies must be determined by dividing the number of electors on the day the election is called by 3, unless a different quota is provided by law; the effective date of such a law is always the next legislative election after the law is passed.

The amendment ensures there is always an odd umber of deputies.

Treaty Of Amity Between The Virtual Commonwealth of Cyberia & The Republic of Talamthom

The Republic of Talamthom and Virtual Commonwealth of Cyberia, by mutual consent and without coercion, enter into this treaty;

UNDERSTANDING that each party recognises the sovereignty, territory, and the legitimacy of the rulers and government of the other;

AGREEING to enter into peaceful relations with one another and refrain from any hostile action, either overt or covert;

COMMITTING to share intelligence regarding hostile actions of a third party against either of the nations;

ALLOWING for an embassy of the opposite nation to be opened on their website and ezboard ring link added;

PROMISING that each party will support the other in gaining admission to micronational organisations when the situation arises;

CONFIRMING that each party shall post this treaty publicly on their respective national legislative websites;

AGREEING that this treaty shall be the basis of diplomatic relations between the parties and may be amended with the consent of both parties;

ACCEPTING that any deliberate breach of this treaty shall render it invalid;

DECLARE that, with the signatures of both nations heads of state, this treaty of amity and understanding is formally accepted and may be seen as the start of greater closeness in relations between them.

Treaty Of Mutual Recognition and Friendship Between The Virtual
Commonwealth of Cyberia & The Royal Kingdom of Gotzborg

Article 1
The Virtual Commonwealth of Cyberia and the Royal Kingdom of Gotzborg, by mutual consent and without coercion, enter into this treaty in the spirit of friendship and cooperation, formalizing their committment to place their relations on a closer and more solid foundation.

Article 2
Each party recognises the sovereignty, territory, and the legitimacy of the rulers and government of the other.

Article 3
Each party agrees to enter into peaceful relations and refrain from
any hostile action, either overt or covert, directed against the other.

Article 4
Each party agrees to share intelligence regarding hostile actions of a third party against either of the nations.

Article 5
Each party shall respect the diplomatic envoys of each other, their diplomatic correspondence and their offices.

Article 6
Each party shall post this treaty on their national websites.

Article 7
This treaty shall be the basis of diplomatic relations between the parties and may be amended with the consent of both parties.

Article 8
Either party may withdraw from this treaty provided that seven days written notice is provided. Written notice is defined as a post on the forums of both nations by the withdrawing Head of State, ratified by whatever legislative procedures are necessary. Any deliberate breach of this treaty shall render it invalid immediately.

The treaty is carried on the consent of Dep Fors, Dep Caruso and Dep Grieve.

Simple Salaries Act 2005

Mr. Speaker,

New Provisions:

808.30 Government Salaries

808.31 The Bank Commissioner must pay every officer of the Commonwealth ~1000 per month of service.

808.32 The Bank Commissioner must prorate salaries for time in service under one whole month.

808.33 Deputy President, Speaker, and non-serving Temporary Justice are not paid positions.

808.34 When a citizen serves in more than one office, the Bank Commissioner must pay them ~250 per month for service in each additional office.

808.35 An amendment to this chapter must not take effect until a new National Assembly is seated.

808.30 Government Salaries

808.31 Grades and Salaries

808.31.1 There shall be four salary grades, I, II, III, and IV.

808.31.2 Grade I shall be set at ~50 per week.

808.31.2 Grade II shall be set at ~80 per week.

808.31.3 Grade III shall be set at ~100 per week.

808.31.4 Grade IV shall be set at ~200 per week.

808.32 Positions and Grades

808.32.1 Grade IV shall be used for the President.

808.32.2 Grade III shall be used for Deputy, Minister, Permanent
Judge, and any other Minister-level position, such as Attourney
General.

808.32.3 Grade II shall be used for Assistant Ministers, all Commissioners, Chief of Staff, and Military General. The Electoral
Commissioner, those named to special functions by the President, and Temporary Justices shall be paid at Grade II, but only when actively serving.

808.32.4 Deputy President, Speaker, and Deputy President are not paid positions.

808.32.4 All other positions not named by an Act of the Assembly to be paid differently are to be paid at Grade I.

808.33 Multiple Jobs

808.33.1 When holding multiple government positions, a person is paid their highest graded position in full, then half the regular salary for all other positions held.

808.34 Changes

808.34.1 Changes to 808.31, 808.32, and 808.33 may only be approved by supermajority.
