By unanimous consent.
> New Provision
> 2.8.2 A petition to recall either or both of the Assembly and the
> President must be signed by 25% percent of the the electors.
>
> Old Provision
> 2.8.2 A petition to recall a President must be signed by electors
> equal in number to 25% percent of the the electors.
>
> (2) S2.8 imposes a 6 week process involving an election to decide if
> the people wish a new election and then a new election. That needs
> streamlining. It would be better to merge the two elections by holding
> a provisional election which is to be disregarded if the recall is
> defeated by the people. Naturally, we would not want to adopt the
> California rule by which recalled officers cannot be candidates.
>
> New Provision
> 2.8.3 A referendum to determine whether to hold a special election
> must happen not less than 20 days nor more than 30 days after the date
> of certification that the petition has sufficient signatures.
>
> 2.8.4 A provisional election for either or both the Assembly and the
> President must be held at the same time as the recall election. If a
> majority of all the electors vote for recall, the candidates returned
> at the provisional election are elected.
