VETO of CFC Clean-up Bill of 2006

Mr. Speaker,

I hereby veto the CFC Clean-up Bill of 2006.

Be it enacted by the National Assembly of the Commonwealth of Cyberia

1. CFC 100.3 is amended as follows: All words between and including
"If a bill originates in the chamber..." and "...order of laws passed
that year." are replaced by "If a bill is the first proposal of the
year, it should be numbered NAB 2000-001 (NAB for National Assembly
Bill, 2000 for the year, and 001 for the number corresponding to its
place on the National Assembly's agenda for the year)."

2.1 CFC 220.4 is amended as follows: The words "and the President pro
tempore" are removed.

2.2 In the same section, "moderators" is changed to "moderator".

3. CFC 555.6 is amended as follows: The words "either house of" are
removed.

4. CFC 620.5 is amended as follows: The words "Chamber of Deputies"
are replaced by "National Assembly".

5. CFC 950.1 is amended as follows: The words "either house of" are
removed.

6. CFC00002 Temporary Judges Act 2000, section 2, is amended as
follows: The word "Senate" is replaced by "National Assembly".

The bill is inaccurate. Section 1 refers to a version of the CFC that
is outdated. Section 6 refers to an act that is no longer in effect. I
will sign the bill if those two sections are removed.

Appointments to the Cyberian Broadcasting Cooperative Commission

Mr. Speaker,

I hereby appoint Jack Santucci and Rob McMonigal to the Cyberian Broadcasting Cooperative Commission. Jack Santucci is a member of the SDP and Rob McMonigal is an independent. The third seat is left vacant until I find a suitable candidate.

This appointment also carries a temporary appointment for both Jack Santucci and Rob McMonigal set to terminate on May 31st, or when the Assembly permanently approves the appointments, whichever comes first.

Passage of Treaty of Recognition and Amity between the VCC and the GC

Deputies,

I introduce this treaty for the approval of the National Assembly. It is currently being reviewed by the Majlis-i-Dharma in the Grand Commonwealth, and it looks like it is going to pass.

Treaty of Recognition and Amity between The Virtual Commonwealth of Cyberia and The Grand Commonwealth

Article 1
The Virtual Commonwealth of Cyberia and the Grand Commonwealth, by mutual consent and without coercion, enter into this treaty.

Article 2
Each party recognises the sovereignty, virtual territory, and legitimacy of the rulers and government of the other.

Article 3
Each party agrees to enter into peaceful relations with one another and refrain from any hostile action towards each other, either overt or covert.

Article 4
Each party agrees to share intelligence regarding hostile actions of a third party against either of the nations.

Article 5
Each party agrees to allow an embassy of the opposite to be opened on their website.

Article 6
Each party will support the other in gaining admission to intermicronational organisations.

Article 7
Each party shall post this treaty on their national websites.

Article 8
This treaty shall be the basis of diplomatic relations between the parties and may be amended with the consent of both parties.

Article 9
Any deliberate breach of this treaty shall render it invalid.

The treaty in itself is uncontroversial. It differs only slightly from
our standard treaty format.

This bill cleans up the remains in the Constitution after our bicameral system.

Appointments to Cabinet

I am leaving the Ministry of Defense and the Ministry of Justice
vacant for now. Appointments may be coming soon.

All appointments carry a temporary appointment as well set to
terminate when the Assembly confirms the permanent appointments,
although no later than April 30th.

Also, a revised Cabinet Operations Executive Order is on its way.

State of the Commonwealth Address

Mr. Speaker,

I am honored to have been elected President of this magnificent
nation. I hope that I will be able to live up to the responsibility
that comes with the position.

The Cabinet has initiated a wide arrange of actions. The Ministry of
Foreign Relations is expanding our diplomacy. We are once again
negotiating with the Grand Commonwealth, we are active in the
Micronational Cartography Society and we will be contacting many more
micronations in the months to come. The Ministry of the Interior is
working with our economy and our internal simulation. The Ministry of
Information is working on expanding and improving our website, making
it more appealing for potential new citizens. The Ministry of State is
maintaining our legislative archives. Also, I as President will be
devoting my time to a few key areas: Foreign relations, economy and
citizen attraction, together with the ministers responsible.

My vision is that we will again grow strong and prosperous as we have
been in the past. I am willing to work with all people in a
constructive, positive manner that share that vision.

Executive Order: Standardisation of Signatures

EXECUTIVE ORDER: STANDARDISATION OF SIGNATURES
April 20th, 2006

1. All ministers, vice-ministers, members of the presidential staff,
directors of federal agencies, commissioners, ambassadors and other
persons in executive positions, must when posting in an official
capacity sign their posts according to the rules in section 2.

2.1 Posts shall be signed as follows:

2.2 When posting in an official capacity in a foreign nation, all
posts shall be signed as follows:

Executive Order: Cabinet Operations

EXECUTIVE ORDER: CABINET OPERATIONS
April 15th, 2006

1. The Cabinet consists of the President, Deputy President, Minister of Information, Minister of Foreign Relations, Minister of the Interior, Minister of State and Minister of Justice and National Security.

1.1 The Ministers are accountable to the President and to the National Assembly through the President.

1.2 Ministers must answer any question put to them in the National Assembly openly and honestly, except in cases of individual privacy or national security.

1.3 “Minister” includes the Deputy President.

1.4 “As directed” means as directed by the President.

1.5 All Ministers must maintain, in conjunction with the Minister of Information, a website describing, at minimum, their responsibilities.

Deputy President
2. The Deputy President must serve as Acting President in the President’s absence and generally assist the President as directed.

2.1 “Absence” means any period notified to the Cabinet or when 72 hours elapse when the President does not post to one of the following: the Forum, the Assembly list, the Cabinet list or the FADC list.

Ministry of the Interior
3. The Minister of the Interior is responsible for the environment, federal policing and prisons, welfare systems including Social Security, the functions of the Patents Register, Cybercare, Cyberrail, the Geographical Mapping Agency, the Cyberian Energy Authority, the Economic Enterprise Agency and the administration of unorganised provinces. The Minister is also responsible for the federal budget and development of the national economic simulation.

Ministry of State
4. The Minister of State is responsible for the upkeep of the Constitution, laws and register as detailed in chapter 210.101 of the Federal Code. He or she may host these at lawsvcc.4mg.com or a comparable provider. The Minister must undertake to block e-mail addresses from gathering by spambots.

4.1 The census consists of the names of all citizens, their e-mail addresses, political affiliations, and province or district of residence.

Ministry of Information
5. The Minister of Information is responsible for the recruitment and promotion of Cyberia to newcomers and all parts of the federal website not administered by the Ministry of State.

Ministry of Foreign Relations
6. The Minister of Foreign Relations is responsible for maintaining Cyberia’s diplomatic contacts with other micronations, posting appropriate notices to foreign fora, co-ordinating the efforts of Cyberia’s ambassadors, and heading the Foreign Affairs and Defense Council (FADC).

6.1 The FADC consists of the Ministers of Foreign Relations and Defense, ambassadors as directed, and other citizens appointed by the President.

6.2 Appointments to the FADC are appointments to the presidential staff in terms of 5.28 of the Constitution.

6.3 The Minister of Foreign Relations must consult with the President before any negotiation on the government’s behalf.

Ministry of Justice and National Security
7. The Minister of Justice and National Security is responsible for legal advice to the executive branch, advice on judicial appointments, federal prosecutions, acting as counsel for the federal government, providing the current Constitution, laws and census to the Minister of State, the functions of the National Security Commission, and the role of examiner under the Citizenship Screening Act 2002.

7.1 The Minister of Justice and National Security is independent with respect to any matter where the President has a conflict of interest.

7.2 Opinions by the Minister of Justice and National Security must be based only on law and must be archived on the federal website.

7.3 The Minister of Justice and National Security is responsible for upkeep of the Cyberian Defense Force (CDF), liaison with its Chief of Staff, reporting to and advising the FADC on intermicronational military affairs.

7.4 The Minister of Justice and National Security must consult with the President before ordering any deployment or committing the CDF.

Presidential Succession
8. The order of succession to the Acting Presidency under 5.10 of the Constitution is the Deputy President and the other Ministers in the order they appear in section 1.

Vice-Ministers
9. Ministers may appoint and dismiss Vice-Ministers with the approval of the President. Vice-ministers are not members of the Cabinet and may not act as Ministers except as directed.

Special Events
10. Any Minister may be tasked with Cyberia’s participation in certain intermicronational events as directed.

International Conferences
11. Cyberia’s delegates at international conferences are to be: the President, the Minister of Foreign Relations, other ministers designated for the purpose by the President, or delegates with the rank of ambassador appointed subject to legislative confirmation.

11.1 Cyberia's votes at such conferences are to be cast as directed by the President.

11.2 The President must inform the National Assembly of any international conference which Cyberia attends.

Executive Transparency
12. The membership of the Cabinet, including any presidential staff and advisers, is a matter of public record. Presidential staff may not exercise any executive or statutory powers, or give directions to any minister.

Membership Limits
13. The judges and the Electoral Commissioner must not serve as Cabinet members. Cabinet members may act as EC or as judges, but may not participate in the Cabinet while exercising judicial or electoral functions.

Clean Slate
14. All previous executive orders concerning Cabinet operations are hereby revoked.
